Leopard Gecko Breeding Rack?

Will one of those cheap 9 dollar plastic file cabinets that you can get from Walmart work as a breeding rack? i thought about puting a top on the cabinet droors so they cant climb out and then run some heat wire or a heat pad underneath it. also could you explain heat tape and how to use it?
what els should i do?
